美國財長表示 增強匯率彈性 是短期面對的爭議問題

美國財長保爾森(Henry Paulson)表示, 增強匯率彈性乃是中美關係中短期面對的爭議問題"the need for greater currency flexibility" is a short-term issue facing US-China relations。

保爾森向英國工業聯合會(CBI)發表演講時稱, 兩周後他將前往中國, 出席與中國展開的「策略經濟對話」。

他指出, 美中經濟關係存在"相當大程度的緊張狀況", 部份歸因於美國方面廣泛地存在這樣的看法: 美中貿易帶來的利益未被均分。

他稱, 美中對話需從較長遠的角度著眼, 但亦需面對一些短期的問題, 其中包括增強人民幣彈性的必要性。

英國財相白高敦則回應稱, 歐洲繼續對中國鞋類和其它出品採取保護主義行動是簡便之舉, 但問題不純粹是匯率水平, 而在於全面開放金融市場, 以便英國企業有機會進入中國市場。

US Treasury Secretary Henry Paulson said today that "the need for greater currency flexibility" is a short-term issue facing US-China relations.

Speaking to businessmen at the UK s CBI annual conference today, Paulson said he will be travelling to Beijing to take part in a Strategic Economic Dialogue with China in a fortnight.

He noted that the US economic relations with China have suffered from "a fair amount of tension."

"Part of this relates to a feeling, that is fairly widespread in the US, that the benefits of the trade between our two countries aren t being shared evenly and fairly," he added.

Paulson said the dialogue between the two countries needed to take "a longer-term approach to China s ability to move ahead quickly with reforms, such as pursuing the rule of law, opening up their markets even further."

The currency issue, where the yuan is widely viewed to be undervalued against the dollar and other major currencies, is a short-term concern, Paulson noted.
"But we also have to deal with some of the shorter-term issues that are problems between our two countries in order to make sure we increase confidence on both sides," Paulson said.

"One of the shorter-term issues is...the need for greater currency flexibility with the reminbi," he added.

Brown echoed Paulson s remarks, saying it was "easy to be protectionist in relation to China".

"It is easy for Europe to continually put more tariffs on shoes and everything else coming out of China," he said.

"But I think the way is going to be not simply talking about the level of the currency but by opening up financial markets first of all, making sure that there is access to opportunities in China for British firms."

Paulson also railed against protectionist policies and promised that the world s biggest economy is committed to a successful end to the Doha round of world trade talks.

"Protectionist policies do not work and the collateral damage from these policies is high. Jobs saved in the short term are offset by more job losses and a lower standard of living in years to come," he said.

Additionally, he promised that the US mid-term elections where the Republicans suffered major losses, "have not altered the US commitment to achieving a successful outcome to the Doha round."

Chancellor of the Exchequer Gordon Brown echoed the sentiment.
"When this old enemy, not outside the gates any more, but across many of our continents now inside our gates, I believe that we, the 19th century pioneers of free trade should be protagonists for free trade in the 21st century," he said during his speech at the same conference.

"There can be no greater signal of our commitment to openness than our support as businesses and governments...calling for an urgent resumption of the stalled trade talk," Brown added.

Brown and Paulson jointly wrote a letter to the Wall Street Journal newspaper calling for progress on the Doha round of trade talks.
