What you said is not really in fact of the case.  Just see what GFMS's comment on
silver recently:

After something of a roller coaster during June, gold and silver have started July in cautious moods. Silver, which has suffered from substantial speculative selling, is arguably now due for a recovery
in that it has shed a number of its weaker-handed holders, but the markets are keenly aware of the
fact that we are now entering the summer doldrums and silver will need help from gold if it is to
recover. This it is, in the near term at least, unlikely to get and the price really needs to enter a
period of consolidation if it is to attract renewed speculative activity. There has however, been
evidence of some bargain hunting in the investor market, with additions to the ETF reported in early July.     

Please note that at early this year GFMS predicted silver would soon reach 20/Oz, what a
dramatic change！

For this round of gold soaring, silver didn't  actually follow the same pace,  just imagine when gold
retreats (sooner or later), what silver can do？

Thus, at this juncture, I would neither buy or sell silver.
