中国不反对联国制裁朝

中国驻联合国代表王光亚表示，中方不反对联合国安理会就朝鲜核试之举实施制裁，但行动要恰当。

王光亚周二与英国、法国、日本、俄罗斯及美国的驻联合国代表会面后向记者表示，北京不反对按联合国宪章第7章，向朝鲜实施制裁。他说：‘我认为应该采取一些惩罚性行动，但这些行动必须恰当。’

冀仅限于经济外交制裁
王光亚则为排除军事制裁的可能性，要求决议案依据仅就经济、外交制裁进行规定的联合国宪章第7章第41条。

美国昨日的决议草案要求，各国政府不得向朝鲜输入或输出军火、导弹或核产品、或是奢侈品。

安理会轮值主席国日本还提议，成员国封锁朝鲜的船舶、飞机和高官访问。
美国驻联合国代表博尔顿认为，王光亚这番话‘很重要’，但承认各方仍未就制裁问题达成协议。

他又说，虽然中国与俄罗斯传统上与平壤有密切关系，但两国依然谴责平壤核试，目前的关键是中国和俄罗斯若支持美国、日本的主张，按联合国宪章第7章，对朝鲜施以强硬制裁措施，这两国会支持到什么程度。

日拟追加制裁朝措施

另外，日本昨晚召开安全保障会议后基本决定，即使不能证实朝鲜的确进行了核试，依然将单独对其实施追加制裁措施，其中包括︰全面禁止朝船只进入日本港口，和禁止所有产品入口等。有关决定将于明日(13日)在内阁会议上通过。

布殊：提升与盟国协防朝鲜
美国总统布殊强调，无意攻击朝鲜，但呼吁严制裁朝鲜核试。布殊又表示，美方将因应朝鲜宣称核试，会提升与盟国的防卫合作，包括在导弹防御系统开展合作，亦会制止朝鲜发动攻击，及输出核子及导弹技术。

赖斯:美不会武力攻朝

美国国务卿赖斯在当地时间10日又强调，美国不会攻击朝鲜。赖斯当天接受CNN电视台采访时指出，美国总统布殊表示无意进攻或攻击朝鲜，并说︰‘我们不明白，朝鲜在这一保障下，为什么还强行进行核试。’

The United States has circulated a revised five-page text on U.N. sanctions against North Korea in response to Pyongyang's claim it tested a nuclear weapon.
U.S. Ambassador John Bolton plans to introduce the draft resolution to the U.N. Security Council Thursday, and hopes for a vote Friday.

Here are the key elements of the draft, a copy of which was obtained by Reuters:

•  Authorizes nations to "undertake and facilitate inspection of cargo" to and from North Korea to detect weapons-related material.
•  Imposes a total arms embargo.
•  Asks nations to freeze funds or other financial assets held by individuals or entities providing support for North Korea's nuclear and ballistic missile programs.
•  Establishes a Security Council sanctions committee that would ask U.N. member nations to report on steps they have taken to implement the resolution, determine banned items and designate individuals and entities subject to sanctions.
•  Allows nations to prohibit the entry or transit of individuals and their families if they support the North's polices on weapons of mass destruction. Exceptions are travel for humanitarian needs or religious obligations.
•  Imposes a ban on sale of luxury goods to North Korea.
•  Condemns a nuclear test "proclaimed" by North Korea October 9 in "flagrant disregard" of Security Council measures and demands it not conduct any further nuclear test or launch of a ballistic missile.
•  Demands North Korea immediately retract its announcement of withdrawal from the nuclear Non-Proliferation Treaty.
•  Calls on North Korea to eliminate its nuclear weapons programs and allow inspections by the U.N.'s Vienna-based International Atomic Energy Agency.
•  Encourages a resumption of six-party talks that include the United States, China, Russia, Japan as well South Korea and North Korea.
